The government has unveiled plans to provide better access to contraception in the hopes that this will reduce the number of teenage pregnancies.
Official statistics show that the overall rate of conception among under-18s has barely changed in recent years.
A fifth of teenage pregnancies involve girls under the age of 18 who already have a child and families minister Beverley Hughes admitted that more must be done to tackle the problem.
"By addressing this issue now, not only will we be able to improve the lives of young parents, we can also help prevent repeat pregnancies and reduce the negative outcomes associated with the children of teenagers," she said.
Young mothers and fathers will have improved access to contraception under the proposals, potentially preventing many of these repeat, unplanned pregnancies.
Recent research by Durex revealed that more than a quarter of people in the UK do not use contraception during their first sexual encounter.
